A WOMAN accused of dumping a bag full of newborn puppies in a bin during stifling 30C heat has been arrested.

Deborah Sue Culwell, 54, was cuffed outside her home in Coachella, California, yesterday just days after harrowing CCTV footage of her alleged crime emerged.

The shocking video allegedly shows Culwell pulling up in a 4×4 car and then coolly dumping a plastic bag in a wheelie behind a shop on Thursday.

Inside the bag were seven puppies – all about three days old and believed to be terrier mixes.

A Good Samaritan called John rescued the puppies after hearing the dogs’ cries.

Detectives tracked down Culwell after a social media backlash – and claim to have found 30 more dogs at her home, ABC7 reported.

FACES SIX YEARS

She now faces seven counts of animal cruelty and could be sentenced for a maximum of six years, according to CNN.

A spokesman for Riverside County Animal Services said: “If not for the Good Samaritan’s actions, the puppies may not have survived much longer.

“The mid-day temperatures in Coachella on Thursday were in the mid-90s (around 30C) range.”

Department of Animal Services commander Chris Mayer said detectives are now building a case against Culwell.


He said: “There is no excuse for dumping puppies.

“Especially in today’s age when we or other shelters would be willing to get these animals to foster parents or rescue partners. This was a shameful act.”

The puppies are now recovering at a shelter in nearby Orange County, authorities said.
