Dozens of officers arrived at the flat at around 3pm and quickly surrounded the block of flats.
They are currently trying to bring the incident to a safe conclusion.
Police were called to the flat, in Brierley Hill, near Birmingham, after a man reportedly “stood on a balcony edge with a machete”.
Officers say the man is standing on the wrong side of the railings.
A spokesman for West Midlands Police said: “Officers are currently outside a block of flats on Hill Street, Brierley Hill where a man is stood on the wrong side of the balcony railings armed with a machete.
“The road is cordoned off and police negotiators are at the scene to help bring the incident to a safe conclusion.”
